How can I improve the structure of my vegetable soil? I believe it is a
problem because the soil clumps and seedlings fail to thrive.

You will probably need to add some organic matter to the soil. I have seen a neighbor use hay bales and put a 3 to 4 inch layer across his garden. Then turn under or till into the soil. It will rot down the rest of winter , then retill in the spring to plant back. This will begin to add some organic matter into your soil. Next fall after harvest leave any of the stalks you have in the garden add the hay again and till under the soil to leave for winter.
